Exim Delays

Long time Vestacp user never had something i cannot solve until now.
Testing on a new server with centos 6, php 5.6 and fully updated, using the sendmail function, it takes between one and two minutes for exim to send the mail. Can see it in the queue and theres no reason for the delay it just sits there.
Now ive looked into rdns settings in exim config and tried all options but it makes no difference.
So to test i set up on the same server a plesk instance, restored the site (joomla) sent email and it goes straight away. Reinstalled vestacp and exim hangs each time.
Firewall ports all ok, tried with centos 6/7 out of the box php, php 5.6 makes no difference. The main site is still running on my other server with centos 6, php 5.6 and exim behaves nicely, so not sure whats going on here
