I have 25, 465, 587 open and i have the same problem.

My VPS provider had Port 25 blocked incoming traffic on their network. That is why I can see my ports open but mail not coming in.

2 things that helped me resolve my issue:
https://www.mail-tester.com/
and
https://testconnectivity.microsoft.com/

Mail tester got me the answers i needed to send messages
And Microsoft test connectivity told me where my mail was trying to go and is it was successful or not and why it was not

It told me could not reach mail.domain.com because domain.com rejected traffic on SMTP port 25, thus made me think ok my port 25 is open on my VPS so whats between my VPS and the world, my VPS provider, so i live chatted with them and 2min later they told me try send a mail and it worked.

My advise if you have played around with your settings, start from scratch, note down all your steps down on notepad and make sure you load vesta on debian or whatever as minimal.

Vetsta would be mostly pre-configured so no need to mess with the settings, just get it working one step at a time and note ALL your movements and changes.
