I can not attache file larger than 2mb

I am using centos7, but when i attache file from webmail it not attache a file larger than 2mb. I also edited file /etc/php.ini as follow:
upload_max_filesize = 20M
post_max_size = 50M
memory_limit = 128M

and restart VPS, but nothing done
Anybody can help me fix this issue
