Error 421 Too many concurrent SMTP connections

Hi guys,
In one of my VPS which are 'still' using VestaCP I started getting this error in my email marketing application:
I checked in /etc/exim/exim.conf and I couldn't find any limit.
Maybe someone care to help how to troubleshoot this?
