When attempting to send e-mail I'm getting this error message:
Send test e-mail message: The server responded: 550 zen.spamhaus.org\nhtt

Reverse PTR; Is set and configured
Hostname: Is set and configured

Any ideas or suggestions are much appreciated.

Most probably your ip address is blacklisted. Here is a link where you can check it. You can try to unlock it or add an exception in exim. Depending on your OS whitelist can be found here /etc/exim/white-blocks.conf or here /etc/exim4/white-blocks.conf. Open that file with your favourite text editor and add your ip.

That worked thanks, but I'm curious why would it take me adding my address to the whitelist for it to work? As the blacklist in that same folder is completely empty.

It's because exim is fetching blacklists dynamically based on a /etc/exim/dnsbl.conf configuration. If you want to disable dnsbl, delete the bl.spamcop.net and zen.spamhaus.org from the config.

It appears that spamhaus is the only one blocking it and will not allow removal of my personal IP address from there list. It says not allowed by netblock owner. But the insert from TimeWarner says they do not block but only provide the IP's to them of there customers. So looks like I'll just disable spamhaus, since it appears this would be a larger scale issue for anyone using a TimeWarner IP address to attempt to send e-mails.

Removed spamhaus from dnsbl.conf and then removed my IP from white-blocks.conf and attempted to send mail again. No issues whatsoever. So it is isolated to spamhaus. Here is the insert I mentioned from spamhaus.
Outbound Email Policy of Time Warner Cable/Road Runner for this IP range:

It is the policy of Time Warner Cable/Road Runner to share with other entities lists of our dynamic IP address space. While Time Warner Cable/Road Runner does not currently forbid customers from sending out mail directly from such space, it recognizes that others may wish to refuse mail from such space, and so Time Warner Cable/Road Runner makes that space known to others to facilitate their enforcement of their policies. Customers finding their mail refused by others due to a PBL listing should send their outbound mail through the outbound mail server designated for them; see http://help.rr.com/HMSFaqs/e_emailserveraddys.aspx for more information on the servers' names.


Removal Procedure

Removal of IP addresses within this range from the PBL is not allowed by the netblock owner's policy.
