IP Added Problem: ERR_TIMED_OUT

I've added a new IP via admin panel. At the moment I can not access the administration panel. (IP:8083)
Chrome Error code: ERR_TIMED_OUT

All site online. Only panel is closed. (IP:8083)

Please help me..
