postgreSQL don't start atomically

after i installed vesta every thing worked perfectly,
but 2 item not worked totaly:
1. postgreSQL don't start atomically!
2. i cant recive any mail from out of local server!

i checked similar topics and can't find solution worked on my server!

also just for notice i guess postgresql problem and exim problem is one problem!
