Can't access phpmyadmin on Debian 8

Strange enough-- this happened to me first time in 2 years!

On one of my new Debian 8 servers I installed VestaCP 2 times, but i Can't open <IP>/phpmyadmin. I get :Unable to connect, Firefox can't establish a connection to the server at 104.238.221.5.

It looks as if Vesta/apache/nginx doesn't even recognize phpmyadmin! I guess its Apache that loads phpmyadmin in VestaCP right ?

any clues ?

Stupid me... The Server had 2 IPs assigned, in Ifconfig it shows IP1 and then IP2 but somehow VestaCP selected IP2 instead of IP1.
PhpMyAdmin Works when I Add the IP1

How to Change Default IP for VestaCP ?? so that when I create a website Vesta by default sets IP1 to the site and not IP2 ?
