I asked someone who knows more about servers than me, and he said that it was because of a bug with remi repo. This is what he did:
Disable remi repo
mv /etc/yum.repos.d/remi* /root/1/
Install phpmyadmin
yum install phpmyadmin
Enable remi repo
mv /root/1/remi* /etc/yum.repos.d/
That fixed the problem.

yum install phpmyadmin
