Error: WEB_SYSTEM is not enabled when try to change domain to accept SSL

Hello,
When i try to enable SSL on my domain it says error: Error: WEB_SYSTEM is not enabled
And checking the error.log it says:
2019-03-05 22:59:32 v-change-web-domain-tpl 'admin' 'rabbitliciousss.com' '' 'no' [Error 11]
2019-03-05 22:59:45 v-change-web-domain-tpl 'admin' 'rabbitliciousss.com' '' 'no' [Error 11]
I also try to enter my site on https and give me: ERR_CONNECTION_REFUSED its like the port is closed.
I have installed SSL Certificates via SSH on the domain but i can access.
