Hi,
I have two, quite similar issues:
1. When I create new email account through web panel, it becomes impossible to log in (for example using thunderbird) to ANY mail account on this server (thunderbird doesn't give any specific error, just timed out).
Rebooting whole server doesn't help, but restarting dovecot and exim4 resolves this issue.
When greping exim4 logs to check, what's the problem - why does mail connection, that was fully working second ago now doesn't - it gives error, that client (thunderbird) tried to use invalid/unknown type of cipher to authenticate (I am using STARTTLS both on IMAP and SMTP).
After resetting those two services, everything works fine again (including new account).
It's quite uncomfortable to do this every time I add new mail account, but second issue is worse.
2. When I create new user account (whole account, with ssh and ftp - just normal account) whole ssh hangs in similar manner as mail in issue 1.
Here the problem is much bigger, because then only way to access VPS is using serial console and manually restart ssh service (which of course solves this issue, and again everything starts working fine, including new account).
When trying to connect with ssh during this issue I get error "connection refused".
I haven't been changing anything in mail stuff (should be default) and about ssh: I have been only adding rules, which users are allowed to remotely log using ssh in sshd_config - which works fine.
As I have found way to bypass this issue (so priority is not high), it's quite strange and uncomfortable, so I would like to get rid of it, if it's possible.
It's also worth noting that, when I, for example, create new account (also with ssh and ftp rights) but without web interface (and without Vesta CLI - just plain shell/bash) - everything works fine - issue appears only when using VestaCP.
Issue appears every time, however, I would like to avoid intentionally repeating this, unless it's absolutely necessary.
I was trying to recall, if this issue always persisted (I am dealing with it for quite a bit of time), but I do not remember - more like not.

It's not normal situation. And I don't see nothing like this on my debian/centos or ubuntu servers.
Look at log's, may be answer there.
