apache и nginx не активны и не включаются.

Что-то пошло не так после перезапуска сервера. В панельке apache и nginx стали не активны и не запускаются.
Как можно включить?

то он и указан в панельке в разделе IP.

Как можно посмотреть старый IP тогда чтоб заменить ?

Например, у вас dhcp - закончилось время аренды - магия и бац, новый адрес.
Вообще этот вопрос логичнее задать провайдеру услуг, где вы берете сервер или впс. :)

ip сменил и nginx завелся,
а вот вебсервер apache не хочет.
В /var/log/apache2/error.log пусто.

Что ещё можно посмотреть или команду какую запустить для ubuntu чтоб запустился веб сервер ?

apt-get remove php-pecl-apc - почистил.
