Fail2ban failed to banned IP address

I'm new user of vestacp ...

I tried to test fail2ban with login ssh password wrong many times.

ip is listed in fail2ban but not blocked. I can still ping and access the website without any problems

what wrong with fail2ban ?

please help..

Is ssh listening on default port (22)?
