fresh install centos7 and vestacp but all domains go to /var/www/html

Hi,
Fresh install centos7 and vesta on a dell R810 local IP with block of public IPs.
ANY domain added only goes to /var/www/html/
Local IP 192.168.xx.xx -> public IP eth0 sub 255.255.255.0
ALL other public IPs added - subnet 255.255.255.255
VESTACP will not work on any public IP to /home/user/web/domain/public_html
I've installed CWP and it works straight out of the box.
What is causing VESTACP to not work?
