Can Send but not Receive
When I try to send it doesn't work. So I tried to send through telnet. However, I got the following error
550 Relay not permitted
Does anyone know why this happens? My VPS provider is vultr.com

I contacted Vultr, they were blocking SMTP. It has been fixed now.
