May be you work with proxy server or anything similar? As I don't have such a problem with Chrome.

Connection via IP or URL ?
If second, then this can be. Connect via IP address or get some free certificate with Let's Encrypt and use for VestaCP.

This is a security flag for all self-signed or invalid certificates that is a headache to overrule in Chrome. Firefox will let you access it if you click advanced on the warning screen.
