Whitelist for sending mail

Hello,
Some client internet IP is listed at a few spam services, so he can receive mail, but not send. Is there a way to whitelist his public, fixed IP so he can send emails ?
He's working on cleaning up the IP, but it's taking some time, an he needs to send email now...
Any ideas ?

You need check your IP in blacklists (rbls) and try to deslist, this is not a vestacp problem, check your ips in mxtoolbox

@skamasle : Thanks... He is already working on it, but it's taking some time...
@XoXiLhJ0mn : The spam problem its not on the server IP, but on the client side IP, I mean on the public IP assigned by his ISP... So no, I don't get it... Can you explain a little more how your solution will work on this case ?

I really appreciate your time and efforts on explaining all this email process, this is a great community and, even if my problem it's not solved, I have learned something new...
Vesta is a great product and I currently use it for all my sites, and the community... the community it's just great... I am still to see an unanswered question on the forums, at least a question from me...
I do understand this is not a Vesta problem, and this makes me feel even more grateful with you all for sharing your time, knowledge and experience... Just keep it this way...
