Have troubles restarting apache and nginx.

I have installed Vesta panel on clean ubuntu 14 LTS server (on MS azure VM ).
I trying to create new website and receive error "cannot restart apache"
My guess is that smth wrong with IPs.
I managed to fix apache2 problem by reinstalling it.

However I stil receive ngnix (99)Cannot assign requested address error.
What's the problem? How can I solve it?

cd /etc/nginx/conf.d/
and let's see, *.conf files you have in directory. One or two may be wrong.
