When i enter the line you posted this is what I get.

-bash: /var/log/httpd/domains/.error.log: No such file or directory

chmod -R 775 /var/lib/phpmyadmin/tmp

Still got a problem, I've changed the php.ini but error still comes up

anyway of expanding the upload limit in sql
