When I send an email with my VPS to an address in Microsoft (example: @live.fr) I received an error: 550 SC-001

How to solve the problem?

Check on mxtoolbox if you are on blacklist, if not, ask hotmail to deslist your IP

When I read the page, I think it's blocked.

I think they unblock you on some hours if you dont send spam :)
