Clamav/Clamd wont start centos 7 - Causes mail issues

Hi, im having issue with my trouble with my mail i able out email fine however i try to receive a email it never arrives or gets rejected. I manage to find the cause how ever im not able to find a solution.

The Problem:
In my panic log i get this error

unable to connect to UNIX socket (/var/run/clamav/clamd.sock): No such file or directory

I have tried a number of fixes on the web to see if it works however stuff like creating the folder doesn't work as it just deletes it on a reboot.

How do i fix this? Or how do uninstall ClamAV?
