In my case the problem arises when you switch between AWStats and Webalizer. In one case you get the "LogFile parameter" error, and in another one there's "403 forbidden". The solution is pure simple - first switch to "No statictics", click save and then you'll have to switch one or another on again. If the problem won't go away, check the folder permissions.

i had the same problem... when i switched between stat-systems - from awstats to webalizer and now tried to go back... and that is when the error occured.
try this:
1. login to your server https://domain.com:8083/
2. go to web
3. select the faulty domain
4. Web Statistics -> none
5. save

4. Web Statistics -> awstats
5. save
try to reach the stats WITHOUT SSL http://domain.com/vstats/
seemed to have fixed the problem... atleast for non-ssl access...
