I can't access to Vesta CP. This site can’t be reached

I'm using vps amazon install Ubuntu 14.04. I received ip address https://52.40.169.145:8083/ and account information when I installed Vesta CP.
But i can't access Vesta CP following https://52.40.169.145:8083/ .
This site can’t be reached

52.40.169.145 took too long to respond.

Maybe Amazon have some firewall like Google Cloud? Firts to be checked
