Can I self install memcache or APC? Do you plan to in the future for servers with the amount of RAM is more than 3 GB, set cache system with the panel?

A stack is a collection of tools put together as a ready to use system.

VestaCP is basically a stack as it has a front-end web server, a back-end web server, PHP, a database server and a control panel.

Another stack that is well known but has no control panel is XAMPP.

Well that's not entirely true, xampp does not a have public hosting control panel, it's more like settings/system control panel like webmin to edit some settings using the localhost/ip option. Though it's mostly just for show.
